According to the UN, the United Nations refugee agency is giving nearly two dozen Iraqi painters, most of whom are refugees, an opportunity to show their work and tell their stories to a wide audience.
Over 250 people attended the opening of the “Transitions” exhibit earlier this week at the offices of the UN High Commissioner for Refugees (UNHCR) in the Syrian capital, Damascus, and the selling of some paintings generated much-needed income for the artists.
Most of the 22 artists whose works are displayed live in Damascus, unable to return to their home country for safety reasons. Calling themselves the “Babylon Artists,” the painters, who include four women, tell the stories of Iraqi refugees in Syria and the wider region.
The report by UN doesn’t exprain particulary how UN choosed artis or if the artists organize themself as a spontaneous collective, but providing this kind of opportunity is one of the most valuable help both for artists and people in iraqi without question.
国連によると現在国際連合難民高等弁務官事務所は24人にのぼるイラク人難民アーティスト達に幅広い観客に向けて彼らの作品と物語を発表する場を提供しています。
シリアの首都ダマスカスにある国際連合難民高等弁務官事務所 (UNHCR)の事務局で今週初めに開催された「変遷（Transition）」と題された展覧会のオープニングには250人以上の人々が足を伸ばし、売却された作品は作家達に必要最低限な収入をもたらしました。
今回展示をした22人の作家のほとんどが安全上の理由で祖国に帰れないままダマスカスで暮らしています。4人の女性を含む作家達は自らの事を「バビロン・アーティスト」と呼び、シリアやその他の幅広い地域でイラク難民の物語を伝えています。
国連による報告ではどのようにして作家が選出されたのか、また作家達が自発的な集団として自らを組織しているのかは詳しく語られていませんが、このような機会を提供する事は間違いなく作家達やイラクの人々にとって貴重な助けの一つとなっている事でしょう。

Mexican drug cartel's main areas of influence.
Anti drug operation is getting more woeful in mexico. Mexican authorities say over 6,000 people were killed in drug-related violence last year. The most obvious contradiction about this war is the fact that drug lords are getting weapons from the US thorough traficking drugs to the US and on the government side at the same time mexican military is suported by the US government as well. The criminals can’t get guns in Mexico because the gun laws in Mexico don’t allow a vast unregulated gun market where many kind of military-style weapons are available.
President Obama laid out the new plan at his press conference yesterday. It would send more money, technology and manpower to secure the United States-Mexico border and bolster the Mexican government’s anti-drug operation. Secretary Hillary Clinton visited mexico today and stated that she feels very strongly they have a co-responsibility.
Drug related crimes must be eradicated, that’s no question. However when the authorities use military forces in such a large scale towards people, human rights of civilians, especially minorities, can be easily disregarded. In this case immigrants in the US and organizations of indigenous peoples in mexico who are conflicting politically with the mexican government. Say in other words, the operation should not be abused as a cover to overwhelm them. That shouldn’t happen, is already happening though.
We, as member of international society, have to keep an eye on the social situation in mexico and the US from view point of humanity .
メキシコでの反薬物作戦は酷くなるばかりです。メキシコ当局によると昨年だけで6,000人以上が薬物に関する暴力事件で殺害されています。この戦争の最も明らかな矛盾点は、マフィア達は薬物をアメリカに密輸する事によって得た資金を元にアメリカで武器を入手し、それと同時にメキシコ軍もアメリカ政府からの援助を受けているという事実です。様々な種類の軍事用兵器を大量に得られる武器の闇市場がメキシコでは許されていません。
オバマ大統領は昨夜の記者会見で反薬物作戦における新計画を発表し、それによるとアメリカ政府はアメリカとメキシコの国境警備とメキシコ政府の反薬物作戦に資金と技術、それに人材を大幅に投入する模様です。クリントン長官は本日メキシコを訪問し、アメリカの強い共同責任の意を表明しました。
薬物犯罪は撲滅されなければなりませんし、そこに疑問の余地はありません。しかしながら、政府による国民に対する大規模な軍事作戦においては一般市民（特に少数派）の人権というものが簡単に軽視され得ます。この件に関していえばアメリカ側では移民達、そしてメキシコ側ではメキシコ政府と政治的に対立してきた数々の先住民の組織です。違う言い方をするならば、この軍事作戦が彼らを制圧する為の隠れ蓑に乱用されるような事は決して起こってはなりません。もう起きてはいるのですが。
私達国際社会は人道的観点からメキシコとアメリカの社会状況を見張っている必要があります。

Die Zeit by ATTAC
Definition of Art work can be hardly stated. Some say that it’s fruit of expression performed by geniuses who are creatively privileged. Others assert it to be misterious, profound and sometimes provocative objects or actions.
Discourse about the difinition of art can be postponed to another opportunity but I found interesting project which is planned and acted by ATTAC.
On 22. March they distributed 150,000 copies of their imitated, eight-page version of the German weekly “Die Zeit” which is dated 1, May, 2010, in over 90 cities across the country.
With the headline “Am Ende des Tunnels (At the end of the tunnel)”, they presented articles that they believe or hope to be reality within 13 months.
About the details of articles you can judge yourself, but the idea of publishing and distributing fake papers of future with hope can be well regarded as a form of art. Although I don’t think they are doing it as art performance and after all it dosen’t matter at all if it’s art or not. The Border of art and political activity has become far ambiguous. I believe it’s one of the important roles of art or artist to show people fresh way of thinking that can help us to construct positive future. The point is that what ATTAC attempted with their papres is almost identical with what I think art should be.

P.S. Die Zeit says they wouldn’t take legal action against them. Of course they shouldn’t!
芸術作品の定義を言明することは容易ではありません。ある人は芸術とは特別に創造的な才能を持って生まれた天才達による表現の賜物であると言い、またある人は芸術とはミステリアスで深淵で時には挑発的な物体や行為の事であると主張します。
芸術の定義についての話はまたの機会に譲りますが、ATTACによる面白いプロジェクトを見つけました。
3月22日、彼らは2010年5月1日付のドイツの週間新聞「Die Zeit」の8ページ版の模造品を15万枚発行しドイツ中の都市で配りました。
「トンネルの終わりに」という一面の見出しとともに、あと13ヶ月後にはこうなるだろう、もしくはこうなってほしいと彼らが思う記事が書かれています。
各記事についての詳細は自分で判断してもらうとして、 未来の新聞を希望とともに発行するというアイデアは十分に芸術作品として見なされうるのではないでしょうか。彼らがこの行動を芸術としてやっているとは思いませんし、芸術と政治活動の境界が曖昧になってきた現在、これが芸術かどうかなんてどうでも良い事ですが、前向きな未来を建設する手助けになり得るような新鮮な考え方を人々に提示する事が芸術や芸術家の重要な役割の一つであると僕は思っていて、ATTACが彼らの新聞で試みた事はまさに僕が考えている芸術のありかたほとんどそのものなのです。

ちなみに当然ですが、Zeit誌は彼らに対して法的処置を取るつもりは無いそうです。
